London Guardian | Public health officials struggled to reassure parents and keep the cervical cancer vaccination programme on track today as some NHS authorities and schools took the decision to postpone immunisation sessions for a day or two, following the death of 14-year-old Natalie Morton in Coventry.

NHS Coventry denied that it was unilaterally opting out of the programme while the medicines regulator leads an investigation to find out whether the jab caused, contributed to, or played no role in Natalie’s death. A spokesman said the cessation of clinics was just temporary.

“NHS Coventry has not suspended its local HPV programme in the city,” he said. “We have taken the decision to reschedule the catch-up clinics planned for today and tomorrow to be able to brief our frontline clinicans who are responsible for delivering the vaccine programme in the community, so that they are prepared to handle any inquiries they may get. We fully expect to resume the programme in the coming days.”

Other NHS bodies and schools said they had been forced to cancel clinics scheduled for today while they checked the batch numbers of vaccines they were about to use, following Department of Health instructions. The batch used in Natalie’s vaccination has been withdrawn for investigation.

Canwest News Service | B.C. might suspend the seasonal flu shots as early as today, in the wake of a Canadian study that suggests people who get the flu vaccine are twice as likely to contract the H1N1 virus.

Several news outlets reported the preliminary findings of the study, which is still under peer review. Researchers found that those who received the seasonal flu vaccine in the past were more likely to catch H1N1.

While the research was initially met with much skepticism from health officials, several provinces, including Quebec, Alberta, Saskatchewan, Ontario and Nova Scotia, have suspended seasonal flu shots for anyone younger than 65, the Globe and Mail newspaper is reporting in its Monday editions.

The B.C. Ministry of Healthy Living and Sport is holding a news conference today at 9:30 a.m. to make what is billed as "an announcement around B.C.'s seasonal flu vaccine campaign."

Jeff Rudd, ministry spokesman, would not confirm whether minister Ida Chong will announce a suspension of the vaccine.

The constellations Cygnus the Swan, Aquila the Eagle, and Lyra rise during this time period, giving these bird constellations a negative connotation. (Lyra is thought of as a lyre in modern times, but originally it shown as a vulture. This vulture was later depicted as holding a lyre, and eventually shown only as a lyre). These constellations can be thought of as the inspiration for the story of the Stymphalian Birds.

Sagittarius, had various implications, often as an archer but also as a rattle. In the story of Heracles' twelve labors, Heracles scared off the Stymphalian Birds with noise, and by firing an arrow at them (the constellation Sagitta, an arrow, is aimed towards Aquila). Also, the Birds lived in a swamp, a parallel with the rain associated with Sagittarius. The noise, archery, and sinister birds, as well as the swampy season, associated with the constellations may reflect the origin of the myth. Raw Story | A mysterious, reportedly unregistered and almost entirely unknown private security firm by the name "American Police Force" is causing a stir in a small Montana town for apparently impersonating local police.

According to a local media report, APF representatives were recently seen in the tiny town of Hardin, Montana, driving black SUV's with a peculiar logo and, inexplicably, "City of Hardin Police Department" stamped on the door.

However, Hardin does not have a police force.

The town instead contracts with the Big Horn County Sheriff's Department for patrols, according to KULR 8 in Billings, Montana.

According to the news agency, APF was never given permission to assume policing duties. Instead, the firm -- which the Associated Press reported to be unregistered in government databases -- gained its contract with the town on the promise of bringing inmates to an unpopulated prison complex.

An image on KULR's Web site shows the insignia on the APF vehicles, which has caused some concern on the Internet as being of conspiratorial origin.

APF's coat of arms, a clearer version of which appeared on the group's Web site (which had been taken down at time of this writing but is viewable here), shows a double-headed eagle with a red shield and white cross borne on its breast.

The coat appears very similar to the insignia attributed to one Prince Aleksandar Karageorgevich, based on RAW STORY's analysis of images hosted by Burke's Peerage & Gentry International Register of Arms. The site notes the coat as hailing from the Royal crown of Serbia.

However, the significance or implied nationality of the insignia's crown could not immediately be identified.

The double-headed eagle itself has been used repeatedly throughout history by many cultures as a symbol of empire, dominance and power.

Hardin, home to about 3,400 people, is in the state’s poorest county. Its unoccupied, 460-bed prison cost $27 million to construct. The town made national headlines earlier this year when local officials pleaded to have Guantanamo Bay inmates sent to the jail.

Montana Democratic Senator Max Baucus and other Republican lawmakers have stood in the way of moving Guantanamo inmates stateside, claiming they would present an increased security risk. The political calculation has led the White House to caution that its promise to close the controversial facility in January may not materialize on schedule.

Montana jail deal raises questions

Questions emerge about company promising to bring inmates to small Montana town

AP | The Two Rivers Detention Center was promoted as the largest economic development project in decades in the small town of Hardin when the jail was built two years ago. But it has been vacant ever since.

City officials have searched from Vermont to Alaska for inmate contracts to fill the jail, only to be turned down at every turn and see the bonds that financed its construction fall into default. They even floated the idea of housing prisoners from Guantanamo Bay at the jail.

So when Hardin officials announced this week that they had signed a deal with a California company to fill the empty jail, it was naturally a cause for celebration. Town officials talked about throwing a party to mark the occasion, their dreams of economic salvation a step closer to being realized.

But questions are emerging over the legitimacy of the company, American Police Force.

Government contract databases show no record of the company. Security industry representatives and federal officials said they had never heard of it. On its Web site, the company lists as its headquarters a building in Washington near the White House that holds "virtual offices." A spokeswoman for the building said American Police Force never completed its application to use the address.

And it's unclear where the company will get the inmates for the jail. Montana says it's not sending inmates to the jail, and neither are federal officials in the state.

An attorney for American Police Force, Maziar Mafi, describes the Santa Ana, Calif., company as a fledgling spin-off of a major security firm founded in 1984. But Mafi declined to name the parent firm or provide details on how the company will finance its jail operations.

"It will gradually be more clear as things go along," said Mafi, a personal injury and medical malpractice lawyer in Santa Ana who was only hired by American Police Force a month ago. "The nature of this entity is private security and for security purposes, as well as for the interest of their clientele, that's why they prefer not to be upfront."

On its elaborate Web site and in interviews with company representatives, American Police Force claims to sell assault rifles and other weapons in Afghanistan on behalf of the U.S. military while providing security, investigative work and other services to clients "in all 50 states and most countries."

The company also boasts to have "rapid response units awaiting our orders worldwide" and that it can field a battalion-sized team of special forces soldiers "within 72 hours."

Representatives of American Police Force said the company presently employs at least 16 and as many as 28 people in the United States and 1,600 contractors worldwide.

"APF plays a critical role in helping the U.S. government meet vital homeland security and national defense needs," the company says on its Web site. "Within the last 5 years the United States has been far and away our" number 1 client.

However, an Associated Press search of two comprehensive federal government contractor databases turned up no record of American Police Force.

Representatives of security trade groups said they had never heard of American Police Force, although they added secrecy was prevalent in the industry and it was possible the company had avoided the public limelight.

"They're really invisible," said Alan Chvotkin, executive vice president and counsel for the Professional Services Council. The group's members include major security contractors Triple Canopy, DynCorp and Xe Services, formerly known as Blackwater Worldwide.

"Even a single unclassified contract in the last couple of years should show up" in the federal database, Chvotkin added.

Spokesmen for the State Department and Defense Department said they could not immediately find any records of contracts with the company. The city has not released a copy of its agreement with American Police Force. But the deal as announced would be a sweet one for Hardin, a depressed rural town of 3,500 about 45 miles east of Billings.

The company is pledging to fill the 464-bed facility by early next year.

Hardin officials say the first payment on the contract is due Feb. 1 — regardless of whether any prisoners are in place. The city's economic development authority would get enough money to pay off the bondholders and receive $5 per prison a day.

American Police Force also is promising to invest $30 million in new projects for the city, including a military and law enforcement training center with a 250-bed dormitory and an expansion of the jail to 2,000 beds. The company says it will build a homeless shelter, offer free health care for city residents and even deliver meals to the needy.

Where the prisoners would come from is unclear. City officials said California was the most likely possibility, but a spokesman for that state's corrections system said there was no truth to the claim.

Federal prisoners also were mentioned by both American Police Force and the city. U.S. Marshal Dwight MacKay in Billings said he would have been notified if such a plan was pending.

"There's skepticism over whether this is a real thing," MacKay said.

Hardin officials said they were approached by American Police Force about six months ago, soon after the city made international news in its quest to become "America's Gitmo." American Police Force incorporated around the same time.

Albert Peterson, the city's school superintendent and vice president of the authority that built the jail, said the city was "guaranteed" the contract would be upheld.

"There's never a question in my mind after I've done my homework. It's legit," Peterson said of American Police Force. "We believe in each other."

The contract was still being reviewed by the city attorney, he said.

Peterson refused to answer when asked if he knew the name of American Police Force's parent firm. He said news coverage of the city's political tussles with the administration of Gov. Brian Schweitzer had left him suspicious of the press. The administration brought a court challenge over whether Hardin could take out-of-state inmates at the jail.

"If you're looking for the source of the money, you're not going to find it from me," Peterson said.

A member of the Texas consortium that developed the jail, Mike Harling, said he had "every reason to believe they'll be successful."

Mafi, the American Police Force attorney, said his company intends to reverse Hardin's recent problems with the jail and give the town an economic boost.

In Santa Ana, American Police Force occupies a single suite on the second floor of a two-story office building. During a visit to the location Thursday, a reporter for The Associated Press encountered a uniformed man behind a desk who would identify himself only as "Captain Michael."

The man declined to discuss basic details about the company and referred the reporter to the company's Web site. In a subsequent phone interview, he provided his surname but insisted it not be used because of security concerns. The man said he was a naturalized U.S. citizen born in Montenegro with decades of experience in military and law enforcement operations.

The man said his boss is a retired U.S. Army colonel named Richard Culver who is currently overseas. Culver's role with the company could not be immediately verified.

The company claim of a headquarters address is just up the street from the White House.

The K Street building houses "virtual offices," where clients pay to use the prestigious Pennsylvania Avenue address and gain access to onsite conference rooms but have no permanent presence.

"It lets small businesses get started up and have a professional front and not have a lot of a cash to do it," said Ashley Korner with Preferred Offices, which leases the location.

She said American Police Force's application to use the address was pending, but incomplete.

Health chiefs have launched a "full and urgent" investigation into the death of a 14-year-old girl after she was given a cervical cancer vaccine at school.

BBC News | Natalie Morton died in hospital on Monday after receiving the Cervarix jab at the Blue Coat Church of England School in Coventry.

Headteacher Dr Julie Roberts paid tribute to her as a "happy easy-going child who worked hard".

Post-mortem tests into the exact cause are expected to be held on Tuesday.

"Staff and students are shocked and deeply saddened at what's happened," said Dr Roberts.

"As a Christian school we look to God in these times of trouble, and our thoughts and prayers go to Natalie, her family and friends."

Coventry City Council's educational psychologists and the school's chaplains had been offering support to staff and pupils, she added.

There have been 4,657 suspected reactions to Cervarix from more than 1.4m doses, according to experts.

The Medicines and Healthcare Regulatory Agency added it had received 2,137 reports between 14 April 2008 and 23 September this year.

However, the risk of severe, potentially life-threatening reactions is estimated at no more than one per million doses of vaccine.

And it is possible that Natalie's death was due to an underlying health problem, or was a coincidence, and nothing directly to do with the vaccine.

Dizziness and nausea

The batch of the vaccine used has been placed into quarantine as a "precautionary measure".

The local NHS also confirmed the vaccination programme would continue, but after a "short pause".

Dr Caron Grainger, joint director of public health for NHS Coventry and Coventry City Council, said their sympathies were with the girl's family and friends.

She said: "The incident happened shortly after the girl had received her HPV vaccine in the school. No link can be made between the death and the vaccine until all the facts are known and a post-mortem takes place.

"We are conducting an urgent and full investigation into the events surrounding this tragedy."

A small number of girls at the school had also reported mild symptoms such as dizziness and nausea but were not admitted to hospital.

The injection - part of a national immunisation programme - protects against the human papilloma virus (HPV), a sexually transmitted disease linked to most cervical cancers.

A routine programme of vaccinating 12 and 13-year-old girls started in September 2008 across the UK using the Cervarix vaccine made by GlaxoSmithKline. A catch-up campaign is now under way for older girls.

It is thought about a million girls have already safely received the jab.

Dr David Elliman, a consultant in community paediatrics at Great Ormond Street Hospital, told the BBC it was important to investigate "very quickly" to allay people's fears about the safety of the jab.

He said: "Once in a while you will expect someone to have a severe allergic reaction to a vaccine, just as with food or any medication.

"At this stage we don't know what was the tragic cause of this child's death, so whether or not it's linked we cannot say, but these are the sort of things one would look for - a severe allergic reaction or more likely a coincidence."

When the national immunisation project was announced, there was some controversy about the selection of Cervarix over Gardasil, which is used by the majority of vaccination programmes worldwide.

Dr Pim Kon, medical director at GlaxoSmithKline UK, which makes Cervarix, said: "Our deepest sympathies are with the family and friends of the young girl.

"We are working with the Department of Health and MHRA (Medicines and Healthcare products Regulatory Agency) to better understand this case, as at this stage the exact cause of this tragic death is unknown."

The global pharmaceutical company added that the vast majority of suspected adverse reactions have related either to the symptoms of recognised side-effects or were due to the injection process and not the vaccine itself.

In the UK, about 3,000 women are diagnosed with cervical cancer every year and about 1,000 die from it.

The department said Cervarix had a strong safety record.

Shadow health secretary Andrew Lansley said the tragedy needed to be investigated "as a matter of urgency".

There are more than 100 types of HPV but only 13 of them are known to cause cancer.

Cervarix protects against two strains of HPV that cause more than 70% of cases of cervical cancer in women.

Vaccination is not compulsory and consent is required before it is administered to the under-16s.

Cervarix was licensed for use in Europe in September 2007.

Times Online | PARENTS are being threatened with having their children taken into care after questioning doctors’ diagnoses or objecting to their medical care.

John Hemming, a Liberal Democrat MP, who campaigns to stop injustices in the family court, said: “Very often care proceedings are used as retaliation by local authorities against ‘uppity’ people who question the system.”

Cases are emerging across the UK:

The mother of a 13-year-old girl who became partly paralysed after being given a cervical cancer vaccination says social workers have told her the child may be removed if she (the mother) continues to link her condition with the vaccination.

In the first of those cases, Ashleigh Cave, 13, from Liverpool, began experiencing severe headaches and dizziness half an hour after being inoculated last October with Cervarix, which guards against girls contracting the human papilloma virus.

The schoolgirl was soon collapsing repeatedly; she lost the use of her legs and was admitted to Alder Hey children’s hospital. Nearly 11 months later she is still in hospital and is unable to stand or walk unaided. Her mother, Cheryl, has now been told that doctors believe her condition must be psychosomatic.

“The hospital brought in social workers from the local authority who have told me they are considering putting Ashleigh on an at-risk register,” Cheryl Cave said. She is convinced her daughter’s paralysis was caused by the vaccination.

Cave said that a social worker from Sefton council said she suspected her of having Munchausen’s syndrome by proxy or factitious illness syndrome — controversial conditions in which mothers are said to attribute illnesses falsely to their children in order to gain attention.

Cave said: “The social worker said I should stop believing the injection has anything to do with Ashleigh’s condition because I am putting my thoughts on to her and stopping her getting well.

“Since Ashleigh was in hospital she has become incontinent and had double kidney infections and chest infections. Have I made all these up?”

News With Views | In 1994 when I covered my first global meeting, there was a press briefing by the Commission on Global Governance on their forthcoming report, Our Global Neighborhood. The man giving the briefing was one of the co-chairs, Sir Shridath Ramphal who was not only president of Guyana but also president of the (British) Commonwealth Association. As I read the glossy brochure, I thought he meant “global government” to which he replied “No, no, no we mean global governance.” When I asked about a global currency, he laughed and said, “No, not for a long time.”

The meeting recently held in Pittsburgh comprised the third meeting of the heads of state and finance ministers from the Group of Twenty nations: the developed countries led by the United States, Canada, Great Britain, France, Italy, Japan, Russia and Germany and the top developing countries: Argentina, Australia, Brazil, China, India, Indonesia, Mexico, Saudi Arabia, South Africa, South Korea, and Turkey, as well as the European Union. Together, they represent 85% of the world’s Gross Domestic Product-GDP and 80% of world trade.

The Group of Eight-G8 began meeting in 1973 when Richard Nixon called together the leaders of four countries to determine how the world would be run economically now that he had put the world currencies on a floating basis when he removed the last ties the dollar had to gold in 1971. A formal meeting was held in 1975 in France with five countries and soon it was seven countries known as the Group of Seven until 1998 when Russia was officially admitted. Since 1975, whatever decision these seven or eight countries came to was law and if the rest of the countries of the world knew what was good for them, they would follow suit. In short, the Group of Eight acted as a “Global Board of Directors” for the world. Over the years, they expanded their purview to include every facet of government: labor, education, transportation, trade, housing, finance and the environment.

Under their auspices, the floating exchange between countries was perfected to the point where it was easy to raid any countries currency which did not do what they were suppose to do as mandated by the strong countries, there was the oil crises of the 1970s, and the fall of the shah of Iran who was the peacekeeper of the Middle East. The final pieces were added to the international infrastructure: the World Trade Organization, the regional groups like the European Union and the Free Trade Areas of the Americas, the International Criminal Court, and the tearing down of economic barriers between the countries of the world by calling on the U.S. to repeal the Glass-Steagall Act in 1999.

In 1998, the Group of Eight decided to become more integrated as they deviated from just economic concerns to the daily concerns that each country faces: health, education, growth, trade, etc. Tony Blair talked about the need to work together on all these issues so that each country could help each other and they could learn from one another. This is called integration, not advice. The final Communiqué which the G8 issued (then the G5) in 1975 was just a few pages to over one thousand pages in some years. Indeed they became a venue of “global governance.”

As a result of the 2007-2009 Credit Crisis, it was former President George Bush who called together the leaders of the developing countries to meet with the leaders of the developed countries last November. They instantaneously became their own powerhouse. At the second meeting in London this past April, they empowered the International Monetary Fund with $1.1T including a new offering of Special Drawing Rights-SDRs and they changed the Financial Stability Forum to the Financial Stability Board and greatly empowered its structure by giving them a plenary structure and several Steering Committees. The Financial Stability Board is part of the growing architectural pieces at the Bank for International Settlement in Basel, Switzerland.

In an interview with Professor John Kirton of the University of Toronto who heads up the unofficial secretariat of the Group of Eight and Twenty, he said of global governance, “It has come to mean, steering, shaping the global order through processes. Not only government of nation-states assisted by intergovernmental organizations, but a broad array of actors that have an important and legitimate place.” When I asked about how they and their roles had changed, he responded that the G20 had “institutionalized itself in an integrated way with the G8 so that next year in Canada, there would be a coming together of the two global governance institutions.” It was announced in Pittsburgh, that next year the G20 would meet at the same time that the G8 meets on economic issues. The G8 will continue their oversight of all other issues they currently govern. This is no small feat. Does anyone really understand the magnitude of what is happening?

When I asked Professor Kirton about the evolution of definitions of global governance since 1994 when we first met, he said, “Yes, there are many definitions for a global community [to be] attracted to a global concept. [You have the] command hierarchy in sovereign nation-states, [then there is] a middle range – a guiding steering process when more formal institutions are necessary but a broad array of actors from civil society have an important place.” In other words, the global level is to be guided by civil society which includes non-governmental organizations, “celebrity diplomacy” created by the rock star, Bono, and others.

In fact, Professor Kirton was adamant that the United Nations has seen its day since they have been unable to respond to a changing world. He pointed to the UN Security Council which has the same five permanent members in today’s world and that it does not even include Japan (G8 member) or China and any of the other developing countries.

The truth of the matter is that the coming together of the major developing countries with the G8 is a turning point in world history. If Bush is copying Nixon who created the G8, the truth of the matter is that we have continued to have serious economic crises. But it also points to a stronger power over the nation-states: the presidents and prime ministers who will ask their governments to implement what they have agreed to. It does point to a world governmental structure in which the laws of the nation-states have and are being changed to conform to what is agreed to on the global level. It leaves out the poor countries of the world which have no voice in this newly empowered governance structure.

It also points to a shift in world power. As you study the economics of the G20, they have a total GDP of $47T and public debt of $29T or 63%. Now we can talk all we want about global governance, interdependence, etc. but the truth of the matter is that there is more than one way to conquer a country. In the old days, it was a physical invasion, brute force, end of story. But in today’s electronic society, it is through banking, the stock exchange, the bond exchange, and the derivatives market. Basically, there has been no physical invasion, no black helicopters and no physical carnage. Today, it is debt. What difference does it make if the house has no or little equity versus the finances of a country? The Group of Twenty is indebted to the central bankers of the world. The agenda of the United Nations, the G8 or the G20 is basically a front for the real powers that run the world: the central banks which are private corporations that lend money to governments by printing it.

The bottom line: the United Nations and the G8 have not brought or kept world peace, they have not prevented war and neither have they improved the finances of any country. Furthermore, they have not improved the state of the world either. The only thing they have done is set up an infrastructure that reduces the power and sovereignty of the nation-state. In essence they have de-stabilized the world. Who really runs the country and the world? He who has the gold makes the rules and it is not governments!

Health Care Workers Protest Mandatory H1N1 Vaccination

CBS News | Health care workers are planning to take to the streets Tuesday at a rally in front of the Albany, N.Y. state capitol to protest mandatory vaccination.

The rally is intended to call for "freedom of choice in vaccination and health care" and to protest mandatory vaccination for influenza and the H1N1 swine flu. "This vaccine has not been clinically tested to the same degree as the regular flu vaccine," Tara Accavallo, a registered nurse on Long Island, told Newsday. "If something happens to me, if I get seriously injured from this vaccine, who's going to help me?"

While physicians, nurses, and medical technicians may not be known for their willingness to march on state capitols, a recent New York Department of Health requirement has sparked an unusually intense response. The August 13 regulations say that all health care workers who "could potentially expose patients" must be vaccinated for influenza by November 30 unless it would be "detrimental" to the recipient's health. (Any reprieve would be temporary and last only until injection with the vaccine would "no longer be detrimental.")

This raises an obvious and important question: Under what circumstances can government officials order mandatory vaccination? And could the general public be ordered to roll up their sleeves for injections, even if there might be side effects beyond a sore arm or mild fever? The concern in New York also comes as skepticism of vaccination in general seems to be on the rise.

First, some stipulations. Let us stipulate that that routine vaccination has virtually wiped out, at least in developed countries, once-rampant diseases like mumps and whooping cough. The horrors of smallpox -- variola major, which slays about a third of its victims, and the less deadly variola minor -- have vanished, thanks to a successful worldwide vaccination campaign. Even where mandatory vaccination can cause complications, the overall side effects in a population of millions will almost certainly not be as harmful as the infectious disease itself.

On the other hand, let us stipulate that not all vaccines are created equal; some may be safer than others. Out of lack of knowledge or fear, officials may order mandatory vaccinations when the vaccine has not been proven completely safe. And we should remember that the history of our own government when it comes to vaccines is not without its low points (more on this below).

Perhaps the best overview of the legality of mandatory vaccination lies in a 2005 report prepared for the U.S. Congress by the Congressional Research Service. It notes that while the federal government does have the power to order quarantines, public health has historically been the states' responsibility. The CRS report adds: "Generally, federal regulations authorizing the apprehension, detention, examination, or conditional release of individuals are applicable only to individuals coming into a State or possession from a foreign country... Any federal mandatory vaccination program applicable to the general public would likely incorporate similar jurisdictional limitations."

In terms of state authority, there's an important 1905 U.S. Supreme Court case called Jacobson vs. Massachusetts, which was affirmed in 1922. It arose out of a challenge to the state's requirement to obtain a free smallpox vaccine or pay five dollars. The majority voted to upheld the law, saying:

We are not prepared to hold that a minority, residing or remaining in any city or town where smallpox is prevalent, and enjoying the general protection afforded by an organized local government, may thus defy the will of its constituted authorities, acting in good faith for all, under the legislative sanction of the state. If such be the privilege of a minority, then a like privilege would belong to each individual of the community, and the spectacle would be presented of the welfare and safety of an entire population being subordinated to the notions of a single individual who chooses to remain a part of that population.

That seems pretty clear. So are the state laws regarding vaccinations for children attending school -- every state requires vaccines such as measles, rubella, and polio, although medical and religious exemptions do exist. A 2007 Texas executive order suggests that young schoolgirls receive the Human Papillomavirus (HPV) vaccine, which appears to have recently killed a 14-year old girl in England, while providing parents with the right to opt out.

Back to New York for a moment. State Health Commissioner Richard Daines, who is probably feeling a bit of political pressure after deciding that the Empire State will go where no other state has, released a lengthy open letter last week that concludes: "We, as health care workers, owe it to our patients and to society in general to demonstrate our confidence in those scientific standards. Even more importantly, we should reconfirm our noble commitment to the tradition of putting patients' interests first by supporting the mandatory influenza vaccination requirement." He's also holding a media availability after Tuesday's protest.

While no state has gone as far as New York, many other institutions have grappled with the concept of mandatory vaccination. The University of Iowa required all staff to be vaccinated for H1N1, but then backed down in the face of a union lawsuit. The University of Alabama requires proof of meningitis vaccination, without any obvious exceptions. Protests are planned in London on October 3 against mandatory vaccination.

All members of the U.S. military will receive the H1N1 vaccine starting in October, according to an American Forces Press Service article. Massachusetts is encouraging its health care workers to be vaccinated against seasonal influenza by December 15, but isn't mandating it; its public health commissioner has even sent out a statement trying to "dispel rumors" about "forced vaccination."

An article last year in the Harvard Law Review suggests that vaccination should be viewed as two different types: inoculation against easily-transmitted airborne diseases, and inoculation against diseases where the person can more easily prevent infection, such as sexually transmitted diseases. There are stronger arguments for mandatory vaccination in the first category than the second, the article argues:

"It makes sense to create this two-tiered system in which medically necessary vaccines are linked with narrower exemptions and practically necessary vaccines are instead linked with generous exemptions. So, vaccine laws could explicitly state that parents can exempt their children from hepatitis B and HPV vaccines with no questions asked, unlike vaccines for diseases listed elsewhere in the statute."

In general, critics of mandatory vaccination tend to center their objections around side effects, which the Centers for Disease Control and Prevention acknowledge exist, albeit in mild forms. Critics worry about the possibility of a link to autism and the use of a thimerosal, a substance containing mercury that is being phased out, as a preservative; others object on general we-should-decide-this-for-ourselves principles. The Association of American Physicians and Surgeons, a more conservative counterpart to the American Medical Association which opposes mandatory vaccinations for schoolchildren, notes that the vaccine approval process in general has "been contaminated by flawed or incomplete clinical trials."

An article in the British Medical Journal from October 2008 (published as part of a debate) argues that: "Although the physical harms from influenza vaccine are generally minor, there are potential psychosocial harms. Mandatory immunisation infringes civil liberty and autonomy." And the free-market Heartland Institute in Chicago, Ill., argues that mandatory vaccination can violate the Hippocratic Oath: "There is no question of the great benefit of general vaccination for such scourges as poliomyelitis, diphtheria, smallpox, etc. But can we say the same for greatly self-limited rotavirus diarrhea in infants, chickenpox for children, or for the sexually transmitted hepatitis B for both?"

One example of governmental overreaction to infectious disease came in 1976, when an outbreak of swine flu struck Fort Dix Army base in New Jersey. After a 19-year-old private died, President Gerald Ford ordered a nationwide vaccination program that eventually reached 40 million people, or about 24 percent of the United States population at the time.

Without the vaccine, Health Secretary F. David Matthews solemnly predicted at the time: "We will see a return of the 1918 flu virus that is the most virulent form of the flu. In 1918 a half million Americans died. The projections are that this virus will kill one million Americans in 1976."

The vaccination program turned out to be a mistake. Reports soon surfaced about the vaccine causing a neuromuscular disorder called Guillain-Barré syndrome, and vaccinations were halted about two months after they began. One million Americans never died.

Foreign governments with no accountability to US law will now control the web, the US will be able to distance itself from the way the web is run because ICANN is supposedly independent and voilà you have a heavily censored and controlled web under the guise of "democracy." How many times have we heard that con before.

It is really simple, they cannot compete with us on a level playing field, we are crushing them and their whole new world order is threatened by those of us who are pointing out the emperor has no clothes, their whole house of cards is coming down, and they themselves say it is either us or them, they cannot coexist with us because their power structure will evaporate overnight if the people achieve any decent level of freedom.

So this is their next step, terrify the public with some manufactured crises, claim the internet is under some massive threat, use that as a pretext for a global internet crackdown and begin to require "check and balances" in order to have a website online, and voilà you have the whole structure set up for quietly denying people their own websites and no one will even be able to hear about it. And that is just one scheme, they can achieve the same end in a million different ways.

One way they do this already in other countries is you buy "bundle" packages of websites for a lower price than the free internet and so long as you go to "sky news" and a few other approved sites it is cheaper, but for each website you visit outside of the package you bought, they charge you a few pennies, click around for an hour or so and your bill just doubled, in this way they don't even need to censor the net, the consumer censors themselves.

This is how these people operate, they don't take a vote and ask if it is alright with you if they steal from you, they just do it and to hell with what you think. Everyone needs to be using their freedoms wisely while they still have them, because they are working feverishly to bring this whole shebang to an end.

Reporters Without Borders | Reporters Without Borders prefers a continuation of the status quo in international Internet governance rather than the creation of an inter-governmental system to replace the existing oversight by ICANN (the Internet Corporation for Assigned Names and Numbers), a California-based non-profit.

ICANN has until now supervised the Internet under a contract with the US government, but the contract expires tomorrow and so far no announcement has been made as to what will happen next.

Perpetuation of the ICANN status quo is vying with alternative models including one proposed by Viviane Reding, the European Commissioner for information society and media, who wants a fully privatised ICANN to be supervised by an Internet G12 that includes an independent judicial wing.

“No one underestimates the risks of maintaining an Internet governance system controlled by a single entity,” Reporters Without Borders secretary-general Jean-François Julliard said. “But, given the current lack of a better solution, we think it would be better not to meddle with this mechanism. The EU proposal to create a sort of Internet G12 strikes us as dangerous. If it were implemented, nothing would stop countries that censor the Internet domestically, such as China, Saudi Arabia and Burma, from doing everything possible to restrict online access at the world level.”

Julliard added: “It is out of the question that governments that prevent their citizens from having unrestricted Internet access should tomorrow become the big shots in a worldwide Internet system. We prefer the current system which, despite its faults and weaknesses, has never threatened the free flow of online information. We therefore urge President Barack Obama not to rush into any decision that could do considerable harm to everyone’s right to unrestricted access to online information. The utmost prudence is required in this matter.”

Created by the US government in 1998 and progressively privatised by President Bill Clinton, ICANN manages the system of Internet addresses that connects millions of computers around the world. It also oversees the top-level domain name system, the address suffixes such as .com, .org, .fr, .uk and .nk

The status quo is criticised for giving a single government too much power over a worldwide tool in which the financial and political stakes are considerable. It does represent a risk but until now it has favoured the Internet’s development. In fact, ICANN’s supervision has posed almost no problems and has worked well until now. There is no reason to think it could not continue after tomorrow.

Reporters Without Borders has expressed its view on Internet governance in the past (see the releases http://www.rsf.org/spip.php?page=article&id_article=15564 and http://www.rsf.org/spip.php?page=article&id_article=24352), and has always taken the position that making no changes to a fairly good status quo – to a network that is single and indivisible, as worldwide tool should be – is preferable to imposing a dangerous new model.

The continuing neutrality, oneness and indivisibility of this worldwide network depend on its oversight. The Chinese government, for example, could create its own system of domain names and thereby prevent access to its websites from abroad and access to foreign websites from within China.
